Non-Compliance Description:

On 06/12/ 2024 at approximately 0730 hours, USDA inspection personnel observed a humane handling noncompliance while conducting a humane handling verification task, observing HATS category VIII – Stunning Effectiveness. Inspection personnel observed the establishment's employees lead dairy breed steer into the slaughter floor restrainer and restrain the head. The stunning employee then place a hand-held captive bolt gun (HHCB) to the head of animal. Inspection personnel then observed the animal fall to the floor of the restrainer. The steer was conscious, and its eyes were tracking movements and the steer was making an attempt to stand. The stunning employee quickly acquired a standby HHCB and made a second attempt at rendering the animal unconscious. Inspection personnel observed no signs of consciousness after the second attempt. Inspection personnel informed the slaughter floor supervisor, that a noncompliance report will be issued, a regulatory control action (tag # B-45270130) will be placed on both HHCB’s and it will be removed once corrective actions were made and implemented.
