Non-Compliance Description:

At approximately 1304, while performing HATS task category IV handling during Ante Mortem and category V handling of suspect and disabled, I CSI REDACTED, observed the follow noncompliance. After providing inspection staff with their 1245 breaks I came back to the barn to continue checking in loads. In pen 6 which is labeled “USDA Suspect” had 3 large boars from a Heck load and 3 disabled sows from a REDACTED load. One of the boars was laying on top of one of the sows and another boar was pushing a sow and knocking her over. I had asked the barn Supervisor REDACTED why the boars were in this pen and that they seem to be causing discomfort to the disabled sows he told me that they were too large to go up the alley. I had tried to explain that Pen 6 is designated only for slow and disabled hogs as we have discussed in the past about the use of this area. I had gone to QC Office and discussed this with QC Manager REDACTED. This is a noncompliance with 9 CFR 313.2(D)(1) Disabled animals unable to move, shall be separated from normal ambulatory animals and placed in the designated pen provided.

At 10:00AM, while preforming HATS tasks category IV handling during Ante Mortem, I CSI REDACTED, observed the following noncompliance. Upon entering the barn from the north side entrance, I immediately heard pigs vocalizing in pen 10. When I went to investigate as to why there was vocalizing, I notice that an establishment barn employee was using the high-pressure spray hose on the hogs. The protocol for this establishment is to spray the pigs with water prior to applying the electric stunner. The high-pressure hoses in the barn are used to clean the floors. The hogs that were getting sprayed by the high-pressure hose was trying to get away from the hose and vocalizing. I immediately informed QC barn technician REDACTED of this noncompliance. QC barn technician REDACTED immediately told the employee to stop using this hose. I then went and informed QC manager REDACTED of this forthcoming noncompliance. This is a noncompliance with 9CFR 313.2 handling of livestock shall be done with a minimum of excitement and discomfort to the animals.
