Non-Compliance Description:

At approximately 9:30 am on June 4, 2025, the following noncompliance was observed. While standing behind the processing door for safety purposes I heard the appointed slaughter stunning personnel yell on the slaughter floor say, “I’m going to shoot”. The establishment was slaughtering beef steers at the time. Once the shot was administered, I opened the processing door to look and assess if the beef steer was stunned and unconscious. Upon observation the animal remained conscious after the first stun. The plant stunning employee immediately followed up with a second shot at which time the steer became unconscious. After further review of the skull markings from the stuns, I observed the first shot was too high on the steers forehead. The steer showed no sign of consciousness while being shackled, hoisted, during the knife stick, or throughout the bleeding process after the second stun. I informed establishment owner REDACTED of the forthcoming noncompliance. The establishment stated it was improper shot placement which was cause of the miss stun. This is a noncompliance with 9CFR 313.16(a)(1). Review of the past 3 months showed none with similar cause.
