HATs Category VIII Stunning Effectiveness At approximately 0820 hours, while verifying humane handling during beef slaughter at Est. M34181, Hemingway Meat Locker, I observed noncompliance involving an ineffective first stun attempt. While watching the stunning and sticking procedures, I observed owner Mr. REDACTED apply a captive bolt to a cow’s head; however, the cow was not rendered unconscious. The cow vocalized and remained standing. Mr. REDACTED reacted immediately; by grabbing a backup captive bolt mechanism nearby and applying a second captive bolt, effectively rendering it unconscious. I notified Mr. REDACTED of the noncompliance. On postmortem I identified two distinct points of entry in the skull of the cow. This document shall serve as official notification of a humane handling noncompliance. Similar noncompliance was documented in NR# ZEO1710052506N dated 5/6/25.

While watching the stunning and sticking procedures, I observed a plant associate apply a captive bolt to a hog’s head; however, the hog was not rendered unconscious. The hog vocalized and remained standing. The associate reacted immediately; by grabbing a second captive bolt nearby and stunning the hog a second time, effectively rendering it unconscious. I notified Mrs. REDACTED of the noncompliance. On postmortem I identified two distinct points of entry in the skull of the hog. This document shall serve as official notification of a humane handling noncompliance.
