313.15(a)(1)
On April 14, 2025, at approximately 08:16 am, the following noncompliance was observed by CSI REDACTED A cow was restrained in the knock box and a captive bolt shot applied to the front of the head. The cow was not immediately rendered unconscious. A second captive bolt shot was quickly applied to the front of the head as an immediate corrective action and the cow was then rendered unconscious. SPHV REDACTED and REDACTED establishment manager, were immediately notified. On postmortem inspection, two holes were observed in the front of the skull. One hole was off midline to the left by approximately 2 cm and the other hole was on midline. Establishment management performed additional corrective actions by obtaining a new captive bolt gun (which was tested prior to use), serviced the two existing captive bolts, and assigned a new establishment employee to perform the knocking. This is a noncompliance with 9 CRP 313.15(a)(1) which states that the captive bolt should produce immediate unconsciousness in the animals.

At approximately 0700 hrs on January 17th 2025, I (CSI REDACTED) during my humane handling task, it was observed that water was very limited to livestock as required by 9 CFR 313.2(e). The water containers in the pens were largely frozen due to cold weather, rendering them nearly unusable for providing accessible water to the livestock. No alternative water source was made available. Due to the freezing temperatures, very low to minimal water was readily available to the livestock. The pen was immediately tagged and placed under my control until the ice was broken and water was accessible, at which point I relinquished control back to the establishment. The prolonged lack of water may cause undue distress and does not meet humane handling standards. Failure to comply with 9 CFR 313.2(e) could result in further regulatory actions. The establishment is required to ensure livestock have access to water at all times, regardless of weather conditions.
