On 9/19/24 at approximately 11:55 AM while performing a routine Livestock Humane Handling review and observation of HATS category #8, Stunning Effectiveness, the following occurred. Slaughter floor employee allowed one hog into the knock box. He bent his upper body to reach down into the knock box with the stunner in hand. He attempted the first stun. This first attempt was unsuccessful, and the hog squealed loudly. He made an immediate second attempt that was again unsuccessful and the hog squealed again. At this point, he immediately reloaded the handheld stunner. He then made the third stunning attempt and was successful. IPP verified that all 3 stun attempts made contact with the hogs head. CSI took regulatory control action by placing U.S. Rejected tag number B-46697975 to the knock box. Plant manager REDACTED was notified of establishment 7415, Hoffman Meat’s failure to comply with 9 CFR 313.15(a)(1).

Non-Compliance Description:

On 4/16/25 at approximately 2:40PM while performing a Livestock Humane Handling task (HATS category 3) IPP observed the following noncompliance. IPP went out to the barn to assess if the establishment was holding livestock overnight. It was found that there were 3 beef being held in the back middle pen across from the scales. The water trough for that holding pen did not have enough water to cover the bottom of the trough therefore the 3 beef did not have access to water in the holding pen. Establishment employees do not typically check on the animals in the barn at the beginning of second shift and usually wait until much later in the shift to check on the animals meaning that the beef would not have had access to water for at least a couple of hours. The above stated is in noncompliance with 9 CFR 313.2(e) which states, "Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down." IPP informed establishment employee Ryan Black of the noncompliance at approximately 2:45PM, and he immediately moved the beef to another pen that had a full water trough returning the establishment to compliance.
