On 03/19/2025 at approximately 1140 hours while performing postmortem inspection CSI REDACTED observed the following humane handling noncompliance upon entering the harvest floor. An establishment employee attempted to stun a market hog in the stunning chute using a captive bolt (9mm) without utilizing the squeeze gate. The captive bolt was discharged, and the animal remained conscious, standing, and vocalizing. The employee then picked up the backup rifle (.22 caliber) and found the pin jammed. After unjamming and reloading the rifle, a single shot was administered successfully rendering the animal unconscious. U.S. Rejected tag No. B-46 017352 was applied to the stunning chute to prevent any additional animals from being stunned. U.S. Retained tag No. MPD47022313 was applied to the carcass and parts to retain for veterinary examination. I, Dr. REDACTED, DVM (SPHV) performed veterinary examination of the head both before and after skinning. Three traumas to the head were observed: (1) A circular hole near the base of the ear on the temple which only penetrated the skin and underlying soft tissue, not the skull; (2) A hole through the left upper lip and side of the snout. Palpation of the hole revealed a smooth, crescent-shaped trauma to the edge of the left maxilla. The adjacent teeth were fractured near the gumline; and, (3) A small circular hole located at the center of the forehead which penetrated the skull at the correct position for stunning. The establishment failed to meet the regulatory requirements of 9 CFR 313.15(a)(1) and 9 CFR 313.15(b)(1)(iii). Establishment Owner REDACTED was notified of the noncompliance.
