Non-Compliance Description:

HATS Category III: Water and Feed Availability HATS Category IV: Ante-Mortem Inspection At approximately 0820 hours while performing antemortem inspection on one (1) holding pen containing five (5) goats, I, the SPHV, observed the water tank for the holding pen. The water inside the tank was completely frozen, which prevented the goats from having access to drinkable water. No regulatory control action was taken at the time of notification. The Plant Administrator was verbally notified of the forthcoming noncompliance. This is a noncompliance with 9 CFR 313.2(e): "Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed." The District Veterinary Medical Specialist was notified. Upon review, no similar noncompliance has been issued for the same root cause in the past 90 days. This establishment has not implemented a robust systematic approach to the humane handling of livestock.
