HATS Humane Handling Category VIII: Stunning Effectiveness On 1/17/25 at approximately 0712, while observing the stunning of a bovine, the following noncompliance was observed: The employee performing the stunning, applied the captive bolt stunner to the head of the bovine. The captive bolt fired a shot, the bovine drop to the floor but was not immediately unconscious. The bovine raised its head, turn it to the right and was observed to have tracking eye movement and vocalized. The employee then reloaded the captive bolt and immediately fired a second shot that rendered the animal unconscious. On postmortem inspection two captive bolt shots were observed on the bovine’s skull, one that was lower down and to the left of midline, the other was approximately an inch higher and on the midline. The employee, plant manager and owner were refreshed with the humane handling regulatory requirement and a noncompliance would be documented. This is a noncompliance with 9CFR 313.15(a)(1)
