HATS CATEGORY III: Water and Feed Availability HATS CATEGORY IV: Ante-Mortem Inspection On Tuesday, January 28th, 2025, at approximately 0630 hours while conducting antemortem inspection at EST M53863, Riverbend Meats, FSIS IPP observed the following noncompliance: The water trough between animal pens one and two was dry and contained no water. There were 40 steers in each pen, 80 steers total without access to water. IPP informed the pen operator and the harvest supervisor about the deviation and the forthcoming noncompliance. Immediate corrective action was taken by the firm and at approximately 0635 hours water was provided to the animals. The animals began drinking the water as soon as water was made available. This is a failure to meet Title 9 Code of Federal Regulations (CFR) 313.2 (e). A review of the establishment’s noncompliance history within the last 90 days did not yield a non-compliance record with a similar root cause. This establishment operates under a robust systematic approach to the humane handling of livestock.
