On March 4, 2025 just after 8 AM, CSI REDACTED and SPHV REDACTED were performing a humane handling task when we observed the following infraction. A plant employee was observed poking and striking a cow with what looked like a broomstick through the ventilation grates of a livestock trailer that was unloading animals. There was no vocalizing or physical trauma observed. This was at the entrance to the barn area. The cow was agitated, thrashing, and attempted to move away from him. The employee continued to do this several times until USDA personnel finally succeeded in getting his attention and getting him to stop. Plant management REDACTED and REDACTED were nearby as this was occurring and did not intervene until USDA personnel directed them to. This is not compliant with regulations 313.2(a) Plant owner REDACTED was also informed of the situation.

On March 4, 2025 just after 8 AM, CSI REDACTED and SPHV REDACTED were performing a humane handling task when we observed several infractions. One of the pens (far corner on northeast side) in the main part of the establishment, did not have water available for the small ruminants to drink. There was also no sign that they had been fed the night before. The other two adjacent pens did have both food and water from the night before. Passing on to the overflow pens in the barn area, there were several pens (approximately 4) with cattle (approximately100). These cows were there all day and all night, approximately 24 hours as they were delivered in the morning the previous day, and no cows were slaughtered. These animals had spent the night standing since t there is not enough room to lay down. None of the pens had either food or water available. Also, the animals were tightly packed together making it impossible for them to gain access to any food water had it been available. Not being continuously provided with water, food if kept >24 hrs, and room to lay down if kept overnight are violations of humane handling regulations. Management representatives REDACTED REDACTED and REDACTED were made aware of the situation. The animals are being fed and watered and moved (to at least ease the overcrowding). But there isn’t much remaining room and the establishment does not plan to begin slaughter operations again until tomorrow morning which would decrease the number of animals.9 CFR 313.2(e) states: "Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down."
