Non-Compliance Description:

On September 18, 2025, at approximately 0925 hours, the following humane handling noncompliance was observed by inspection program personnel (IPP) while performing routine humane handling verification at South Marion Meats, Est. M11115. An establishment employee brought two potbellied pigs into the stunning chute and successfully stunned the first pig using a 25mm captive bolt. He then attempted to stun the second pig three (3) times with the captive bolt in quick succession. Each time, the captive bolt discharged and struck the pig, the pig remained upright and vocalized. A .38 caliber pistol was retrieved. The first attempt to stun the pig with the firearm was unsuccessful and the animal remained upright and vocalized. The second attempt with the firearm successfully rendered the animal unconscious. The Supervisory Public Health Veterinarian (SPHV) examined the head during postmortem inspection and identified three overlapping circular points of contact and a hole in the skull. Mr. REDACTED, plant manager, was notified of the noncompliance. The stun chute was rejected using US Rejected tag B41-987092 while the District Office was contacted for further instructions.

On 05/22/2025 at approximately 1310 hours, CSI REDACTED observed the following humane handling noncompliance: A large market swine was brought into the stunning chute, and the stunning employee entered the chute and straddled the pig. The employee attempted to stun the animal using a captive bolt (25-caliber) which struck the animal but was unsuccessful; the animal vocalized and remained standing and conscious. A second stun was applied using the captive bolt. The animal vocalized and remained standing and conscious. A third, successful stun was applied using a 38-caliber firearm. I, Dr. REDACTED (SPHV) was notified and performed postmortem examination of the head. Upon inspection, two circular holes were observed in the skin and two non-penetrating depressions were observed in the skull. This fails to meet the regulatory requirements for 9 CFR 313.15(a)(1) and 9 CFR 313.15(b)(2)(i). Mr. REDACTED (Plant Manager) was notified of the noncompliance. The establishment does not have a robust approach to humane handling.

On 10/09/2024 I, Dr. REDACTED (SPHV), observed the following noncompliance while performing records review in association with South Marion Meats’ (M11115) humane handling suspension held in abeyance: The humane handling monitoring log was not filled out or completed for 09/26/2024, a day in which South Marion Meats harvested. As part of South Marion Meats’ corrective actions in response to the humane handling noncompliance and suspension on 07/08/2024, the humane handling and dispatch of animals, either by stunning or halal ritual cut, is be monitored and documented at a frequency of REDACTED (REDACTED) animals per hour during harvest. Monitoring less than the stated frequency would only arise when less than REDACTED animals are harvested per hour. This monitoring is to be performed every day of harvest until the end of the abeyance period. Mr. REDACTED (est. manager) was notified of the noncompliance on 10/10/2024.
