HATS Category VIII- Stunning Effectiveness On April 21st, 2025, at approximately 0800 hours while performing Humane Handling Verification activities at EST. M.17810, IPP observed the following non-compliance: A hog was transferred from the holding pens into the stun box for stunning with a hand-held captive bolt. The stunner administered a captive bolt stun to the head of the pig, while doing so the pig moved its head. The stunning attempt hit the head as evidenced by the hog's sudden movement away from the stunner and a mark on the head where the captive bolt was hit, but the hog was still standing and vocalizing. The stunner took immediate corrective action by reloading the captive bolt and administering a second stun to the hog's head, which caused the animal to fall to the ground and was effective in rendering the animal insensible. REDACTED (Plant Manager) was notified of the stunning noncompliance at the time of the incident and the failure to comply with the regulatory requirement of 9 CFR 313.15(a)(1). A review of the NR file shows no similar noncompliance within the last 90 days. Failure to address corrective actions in a timely manner may lead to further regulatory control actions per 9 CFR 500.1
