HATS Category IV - Ante-mortem inspection On August 12, 2025, at approximately 10:15am, I, Consumer Safety Inspector REDACTED and REDACTED Frontline Supervisor were conducting a routine Humane handling task for Ante-mortem inspection (HATS Category IV). While conducting ante-mortem, we observed that an approximate 2- inch diameter metal pipe of the rails of pen #4 had rust and corrosion. The corroded area had rough edges on it that could cause injury to the hog or other animals. The corroded area was approximately 6 inches long and was at least 1 inch wide with rough edges. Upon further examination we also observed that a gate to this pen had a steel wire panel fastened to the gate that had sharp ends on it. I discussed and showed these observations to REDACTED, Slaughter Manager, and informed him of the forthcoming non-compliance The above is a failure of the requirements under CFR 313.1(a) (Livestock pens, driveways & ramps) and the establishment’s responsibilities to maintain their livestock pens in good repair.

At approximately 0904 hours, while performing the Livestock Humane Handling Task, I observed an establishment employee stunning a market hog using a captive bolt. The employee was unsuccessful in rendering the animal unconscious with the first attempt. The employee immediately applied an additional knock and was able to render the animal unconscious. The establishment manager, REDACTED, was promptly notified of the noncompliance with 9CFR 313.15(a)(1) at which time he removed the aforementioned employee from the slaughter floor. Mr. REDACTED took over stunning duties for the remainder of the day. The employee will undergo retraining before he is allowed to stun animals. Under normal circumstances for the stunning of hogs, the establishment uses an electrical stunning device but it is currently broken. The establishment has a new one on order. I reviewed Noncompliance Records for the past year and no other noncompliances with Humane Handling regulations have been recorded.
