HATS Category VIII Stunning Effectiveness On 3/18/2025 the following noncompliance occurred on the slaughter floor at approximately 10:20 AM: A steer was loaded into the kill chute and secured with the head gate. The plant owner prepared two 25 caliber captive bolt stunning instruments. The plant owner placed the first captive bolt and fired and the steer did not go down, they immediately placed and fired the secondary captive bolt but it misfired. There was no vocalization from the steer, there was minor head movement and a kick. The plant owner then immediately readied and fired the 22 caliber rifle to effectively stun the steer. I informed REDACTED and REDACTED, plant owners, that this episode would result in this noncompliance report. This is in noncompliance of CFR 313.15(a)(1)
