According to data from the US BLS, the unemployment rate of California was 9.9% (sa) in January, 2009. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (25.1%), Colusa (24.4%), and Trinity (20.7%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Mono (6.4%), Marin (6.7%), and San Mateo (7.3%).
