According to data from the US BLS, the unemployment rate of California was 7.5% (sa) in July, 2014. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (28.8%), Colusa (13.8%), and Tulare (13.1%).

On the hand, the following three counties were among those with low unemployment rates (nsa): San Mateo (4.6%), San Francisco (4.7%), and Marin (4.7%).
