According to data from the US BLS, the unemployment rate of California was 5.7% (sa) in January, 2016. Among all California counties, these 3 were among those with high unemployment rates (nsa): Colusa (23.2%), Imperial (22.1%), and Plumas (14.5%).

On the hand, the following three counties were among those with low unemployment rates (nsa): San Mateo (3.2%), San Francisco (3.4%), and Marin (3.4%).
