According to data from the US BLS, the unemployment rate of New Jersey was 4.6% (sa) in January, 2008. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cape May (12%), Cumberland (8.2%), and Atlantic (7%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (3.5%), Morris (3.6%), and Somerset (3.8%).
