Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2010, the Non-Hispanic Black Alone citizen voting-age population for Pennsylvania was 875,795 and represented 9.24% of the total Pennsylvania citizen voting-age population.

Among all Pennsylvania counties, Philadelphia had the highest Non-Hispanic Black Alone citizen voting-age population (452.70K), followed by Allegheny (109.79K), and Delaware (66.47K).

In terms of percentages, Philadelphia had the highest percentage of its citizen voting-age population being Non-Hispanic Black Alone (42.16%), followed by Forest (18.00%), and Delaware (16.43%).
