Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2011, the Non-Hispanic White Alone citizen population for Pennsylvania was 3,183,505 and represented 25.88% of the total Pennsylvania citizen population.

Among all Pennsylvania counties, Allegheny had the highest Non-Hispanic White Alone citizen population (980.53K), followed by Montgomery (626.28K), and Philadelphia (544.20K).

In terms of percentages, Elk had the highest percentage of its citizen population being Non-Hispanic White Alone (98.20%), followed by Jefferson (98.08%), and Warren (97.81%).
