Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2011, the Non-Hispanic Black Alone citizen voting-age population for Pennsylvania was 889,640 and represented 9.33% of the total Pennsylvania citizen voting-age population.

Among all Pennsylvania counties, Philadelphia had the highest Non-Hispanic Black Alone citizen voting-age population (455.41K), followed by Allegheny (111.20K), and Delaware (67.94K).

In terms of percentages, Philadelphia had the highest percentage of its citizen voting-age population being Non-Hispanic Black Alone (41.95%), followed by Delaware (16.71%), and Forest (16.22%).
