Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2013, the Non-Hispanic Black Alone citizen voting-age population for Pennsylvania was 913,605 and represented 9.48% of the total Pennsylvania citizen voting-age population.

Among all Pennsylvania counties, Philadelphia had the highest Non-Hispanic Black Alone citizen voting-age population (460.86K), followed by Allegheny (112.56K), and Delaware (70.97K).

In terms of percentages, Philadelphia had the highest percentage of its citizen voting-age population being Non-Hispanic Black Alone (41.67%), followed by Forest (19.84%), and Delaware (17.34%).
