Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2019, the Non-Hispanic Black Alone citizen voting-age population for Pennsylvania was 967,605 and represented 9.91% of the total Pennsylvania citizen voting-age population.

Among all Pennsylvania counties, Philadelphia had the highest Non-Hispanic Black Alone citizen voting-age population (468.52K), followed by Allegheny (114.06K), and Delaware (79.76K).

In terms of percentages, Philadelphia had the highest percentage of its citizen voting-age population being Non-Hispanic Black Alone (41.22%), followed by Forest (28.00%), and Delaware (19.13%).
