Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2020, the citizen voting-age population for California was 25,774,910 and represented 65.51% of the total California population.
Among all California counties, Los Angeles had the highest citizen voting-age population (6.37M), followed by San Diego (2.30M), and Orange (2.09M).
In terms of percentages, Sierra had the highest percentage of its population being citizens of voting-age (83.97%), followed by Amador (82.40%), and Tuolumne (82.01%).
