According to the US Census Bureau estimates, in 2014, the net migration rate per 1,000 population for West Virginia was -1.65. Tyler County had the highest net migration rate per 1,000 population (11.5), followed by Berkeley County (11.29), and Monroe County (10.69). On the other hand, Clay County had the lowest net migration rate per 1,000 population (-27.71), followed by McDowell County (-25), and Pendleton County (-19.16).
