According to the US Census Bureau estimates, in 2016, the net migration rate per 1,000 population for West Virginia was -4.23. Morgan County had the highest net migration rate per 1,000 population (13.31), followed by Berkeley County (13.02), and Monongalia County (6.05). On the other hand, McDowell County had the lowest net migration rate per 1,000 population (-23.26), followed by Mingo County (-21.75), and Gilmer County (-17.12).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
