Non-Compliance Description:

On Tuesday July 27th, 2021 at approximately 0800 hours, CSI REDACTED informed me of a Canadian lamb that was unable to stand and was in visible pain (heavy panting). I informed the establishment that due to the lamb not being able to stand or walk without assistance, it needs to be condemned. Mr. REDACTED proceeded to use the captive bolt on the lamb. The 1st shot was not effective, and the lamb was still standing with assistance and looking around. The 2nd shot was a misfire, it was aimed but no bullet came out. The 3rd shot caused the lamb to go down. I asked the Mr. REDACTED to check papillary reflexes, but it did not appear he knew how to properly. I, Dr. REDACTED, proceeded to check myself and noticed that there was still papillary reflexes and rhythmic breathing. There appeared to be no conscious eye movement. I instructed Mr. REDACTED that he needs to do another shot. The 4th shot was a misfire, it was aimed but no bullet came out. The 5th shot was effective, there was no rhythmic breathing and no papillary reflexes or conscious eye movement. The captive bolt was reloaded before the 3rd shot. As per their HACCP for Humane Handling, Mr. REDACTED and Mr. REDACTED both complete monthly captive bolt training on finished product skulls to know proper placement of the captive bolt. The failure to using the captive bolt correctly by not having the animal immediately unconscious creates a noncompliances with the regulatory requirements of 9 CFR 313.15(a)(1).
