Non-Compliance Description:

HATS Category IX-Conscious Animals on the Rail On 4/16/2021 at approximately 1030 hours while performing HATS Category IX Conscious Animals on the Rail in the stunning room, I observed the following humane handling noncompliance. I observed a swine that had been captive bolt stunned regain consciousness when the establishment hoisted it off the floor. The swine was vocalizing and reacting to its surroundings as it was hanging on the shackle. The establishment immediately re-stunned the swine and I observed that the animal was properly re-stunned. I immediately informed Supervisor REDACTED of the noncompliance with 9CFR 313.15(a)(3). Upon postmortem examination, Mr. REDACTED and I observed that the captive bolt placement was slightly too low down the swine’s head and too shallow a skull penetration. Mr. REDACTED informed me that he would be more careful of captive bolt placement and consider the use of security stuns. No regulatory control action was taken due to the immediate and effective corrective actions of a proper re-stun.
