Non-Compliance Description:

On August 3, 2021 at approximately 0930 hours while conducting a Livestock Humane Handling Review and Observation on the livestock pens, driveways and ramps, I CSI REDACTED observed the following noncompliance; there was a steer held in the alleyway that was next in line for slaughter, I noticed extensive injuries of approximately 9x9 inches in the steer’s buttock area, after a closer inspection I determined that these injuries were recent. I inspected the areas around the alleyway and observed the steer’s movements for 15 minutes, the steer had enough forward and backward movement to backup with force into a small gate that had a protruding metal handle and frame that matched the steer’s injuries. At 1020 hours, I visited the pens again to observe a second steer’s movements in the same alleyway, the second steer would also backup with force into the small gate causing minor injuries to its buttock area. After careful consideration, I determined that no US Retain/Reject tags were required to be placed in the alleyway due to my observation that only cattle with high levels of excitement are using force to backup into the gate and because other livestock species would need to be a certain height to replicate the injuries that were observed. Plant Superintendent REDACTED was informed verbally about the noncompliance and that a noncompliance report will be issued. Review of recently issued noncompliance records shows no same or similar noncompliance record to associate this document with. Having a protruding object that cause injury to livestock does not meet regulatory requirement of § 313.1 Livestock pens, driveways and ramps. (a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals. Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired. .
