HATS category VIII: Stunning Effectiveness 9 CFR 313.15(a)(1) and 313.15 (a)(3) At approximately 1148 hours while I, Dr. REDACTED, was performing a humane handling verification for HATS Category VIII at M45261 the following noncompliance was observed: Harvest Supervisor REDACTED was observed to deliver an ineffective captive bolt stun to a cow. The stun was ineffective as it made contact with the cow's head but failed to render it unconscious on the first stun attempt. The cow remained standing and was vocalizing after the first captive bolt stunning attempt was applied. Harvest Supervisor REDACTED then immediately delivered a second captive bolt stun that effectively rendered the cow unconscious. Harvest Supervisor REDACTED, Operations Manager REDACTED, and Tech Service Manager REDACTED were notified of the noncompliance. The above noncompliance fails to meet the regulatory requirements of 9 CFR 313.15(a)(1) and 313. 15(a)(3). This noncompliance was not considered egregious as the employee delivering the stun took immediate and effective corrective actions. This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.
