At 0907 hours I, Inspector REDACTED, observed the following non-compliance while verifying CRF 313.16(a)(1) immediate unconsciousness within a Humane Handling Task. While waiting in the office the first shot was heard followed by squealing. Looking around the corner after hearing the squealing I observed REDACTED, J&L's slaughter employee fire a second shot. The second shot was carried out immediately. Following the second shot there was a "thud" sound of the gilt hitting the floor and the gilt was silent. Observing the gilt at that point reveled that the gilt was showing no signs consciousness. There are no other concerns after verifying the .22 magnum rifle, laser sight and ammunitions condition. REDACTED was notified of the Non-compliance. This is non-compliant with 3 CFR 31.16(a)(1). This Non-compliance is not linked at this time.
