On 06/13/2024, while performing postmortem inspection duties on the slaughter floor the following Humane Handling/Stunning Effectiveness Hats Category VIII a noncompliance was observed. At approximately 11:15 A.M. I, REDACTED, DVM, heard a stun shot while performing postmortem slaughter inspection duties on the kill floor. Following the shot I did not hear the typical 'thud' of a beef falling to the floor and knock box door. Being concerned of an ineffective stun I walked over to the knock box. I observed the animal, a mature bull, still standing and conscious in the knock box. I then observed REDACTED aiming a rifle into the knock box, I waited until he fired again and heard the beef go down and Mr. REDACTED set the rifle down. I then went to out the knock box area to observe a large black bull unconscious. Upon examination of the dehided skull, two wounds were located in the target area. One was a penetrating wound, and the other slightly below it was a wound with a bullet embedded in the skull that did not penetrate the brain cavity. REDACTED floor supervisor was notified that they would be receiving a Noncompliance Record for this failure. The plant was noncompliant with 9 CFR 313.16(a)(1) and 313.16(b)(1)(i).

On 10/19/2023 I, REDACTED, observed the following noncompliance while verifying Humane Handing/Stunning Effectiveness. At approximately 10:15 A.M. REDACTED, a plant employee, fired a shot from a .22 magnum to stun a market hog. After the shot was fired the hog was not rendered unconscious, it vocalized with high pitched squeals and remained standing. Mr. REDACTED fired another shot immediately after the first and the hog fell with no signs of consciousness. After the second shot rendered the hog unconscious Mr. REDACTED told me that the first shot did hit hog in the forehead. I inspected the hogs head and verified that there was two bullet holes in the forehead. REDACTED and REDACTED was notified that the plant would be receiving a Noncompliance Record for this failure. The establishment was noncompliant with 9 CFR 313.16(a)(1).
