Non-Compliance Description:

At 06:45 it was observed that two black steers, one Holstien appearing steer and a black heifer was binging held in the outside pens. They were in the first two outside pens and neither pen had water available to the cattle. REDACTED was notified immediately, and he stated he would find out if the cattle were in fact inspected cattle as the customer stated that they would not be delivering until this morning. REDACTED confirmed the cattle were there to be slaughtered under inspection. The cattle were immediately brought into the barn where water is available. This is noncompliant with CFR 313.2(e) which states that "Animals shall have access to water in all holding pens."
