On September 15, 2021, at approximately 1035 hours while performing the stunning effectiveness component of humane handling verification activities at Establishment 8868, I CSI REDACTED observed the following Noncompliance. The Establishment moved a beef steer into the stun box for stunning with a handheld captive bolt. The stun box was drawn in somewhat restricting the movements of the beef steer. As the Stunner made the first stunning attempt with the captive bolt, the steer moved its head upward. The stunning attempt hit the head as evidenced by the spot on the head where the bolt hit. The steer was not rendered unconscious. The stunner took immediate corrective action by loading the stun gun a second time and delivered a second stun, which rendered the steer insensible. Mr. Peter Roy, Plant Owner, was notified of the Noncompliance and the Establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15(a)(1). This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action. As always you have the right to appeal.
