Non-Compliance Description:

On August 3, 2021 at approximately 1030 hours while performing a routine livestock humane handling task I, REDACTED, observed the following noncompliance. When attempting to stun a beef REDACTED applied the initial stun with a captive bolt unsuccessfully, the animal remained standing, breathing, and let out a bellow. Immediately REDACTED instructed REDACTED to grab the shotgun that they keep nearby and fired an additional round which rendered the animal unconscious. This is a direct violation of 313.15(a)(1) which states, "the captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animal shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort." REDACTED was informed of the observed noncompliance. Corrective actions were immediate and effective, the establishment followed their robust humane handling plan. Dr. REDACTED reviewed the establishments humane handling records and they were found to be completed and up to date.

Non-Compliance Description:

On April 6, 2021 at approximately 0705 hours while performing a livestock humane handling task I, REDACTED, observed the following noncompliance. When attempting to stun a beef REDACTED applied the initial stun with a captive bolt unsuccessfully, the animal dropped but let out a loud bellow in distress and was still breathing. Immediately (within a few seconds) REDACTED grabbed the loaded gun that they keep nearby and fired two additional rounds rendering the animal unconscious. This is a direct violation of 313.15(a)(1) which states, “the captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.” REDACTED was informed of the observed noncompliance. Corrective actions were immediate and effective, the establishment followed their robust humane handling plan.
