313.16(a)(1)
On 8/5/2025 at approximately 0730 hours while performing a routine livestock humane handling task (HATS Category VIII - Stunning Effectiveness) I, CSI REDACTED, observed the following noncompliance. While plant manager REDACTED was attempting to stun a bull with a 12-gauge shotgun, he discharged the gun striking the bull in the head. The bull remained standing and moving its head around. REDACTED immediately reloaded the gun and discharged it again striking the bull in the head, but the bull remained standing. REDACTED immediately reloaded the gun and discharged it for a 3rd time at which time the animal was rendered unconscious. This is direct violation of 9 CFR 313.16(a)(1) which requires immediate unconsciousness by a gunshot. REDACTED was promptly notified of the noncompliance. No similar noncompliances have been documented within the last 90 days.
313.15(a)(1)
On 02/03/2025 at approximately 0750 hours while performing a routine livestock humane handling task (HATS Category VIII – Stunning Effectiveness) We, CSI REDACTED and SPHV Dr. REDACTED observed the following noncompliance. When attempting to stun a steer, we observed establishment employee REDACTED deliver the initial stun with a captive bolt at which time the steer slightly moved its head changing the angle of the blow the captive bolt delivered. The steer remained standing in the head catch, was lifting its head, and moving in the knock box. REDACTED immediately reloaded the captive bolt and discharged it which immediately rendered the animal unconscious. This is a non-compliance with 9 CFR 313.15(a)(1) which requires captive bolt stunners to produce immediate unconsciousness. Corrective actions were immediate and effective. On postmortem inspection, two holes were observed adjacent to each other at the appropriate stunning location on the head except the hole from the initial stun had a downward angle. REDACTED was promptly notified of the noncompliance. No similar non-compliances have been documented within the last 90 days.
