313.15(a)(1)
On 12/18/2023 at approximately 1305 hours while performing a routine livestock humane handling task (HATS Category VIII- Stunning Effectiveness), I observed the following noncompliance. When attempting to stun a market swine, I observed Establishment Owner REDACTED reach inside the knock box with a handheld captive bolt. I heard the captive bolt discharge, immediately followed by a vocalization. I then observed the animal standing, breathing, and looking around with a mark on its forehead where the stunner had been applied. REDACTED immediately re-loaded the captive bolt and applied a second stun rendering the animal unconscious. This is a non-compliance with 9 CFR 313.15(a)(1) which requires captive bolt stunners to produce immediate unconsciousness. Corrective actions were immediate and effective. On postmortem examination, two holes were observed adjacent to each other at the appropriate stunning location. One penetrated into the cranial cavity and one stopped approximately 1/8-inch shy of entering the cranial cavity. REDACTED was promptly notified of the noncompliance. No similar noncompliances have been documented within the last 90 days.
