HATS Category III-Water and Feed Availability. On 09/27/2021 at approximately 0905 hours while performing ante-mortem inspection at Snapps Ferry Packing Co. in Afton, TN I, CSI REDACTED, observed that 5 hogs in pen #3 and 5 lambs in pen #1 did not have access to water. The water troughs in both pens observed to be empty. REDACTED, Kill Floor Lead Person, was notified of the noncompliance with 9 CFR 313.2(e). Immediate corrective actions were taken by the establishment to provide water.

Non-Compliance Description:

HATS Category VIII Stunning Effectiveness - At approximately 1325, while performing HATS verification activities in the slaughter processing area, CSI REDACTED observed plant personnel REDACTED attempt to stun a hog. Mr. REDACTED used a 9mm semiautomatic pistol to stun the animal. The initial stun was ineffective as the animal collapsed to the floor and then stood back up again. Mr. REDACTED steadied himself and delivered an immediate and effective corrective action which rendered the animal insensible and it remained so thereafter. CSI REDACTED came to the USDA office and notified me that an ineffective stun had occurred. I (SPHV REDACTED) immediately went to the slaughter floor and tagged the knock box with U.S. Rejected/Retained Tag #: B17582792 and notified Mr. Jeremy Southerland (Owner) of the noncompliance.
