On Monday 1/24/22, approximately 0725 hours, while performing a Livestock Humane Handling Task and verifying HATS category VIII “Stunning effectiveness”, I, CSI REDACTED observed the following noncompliance; while making observations in the stunning area, I observed a cow caught by the head restrainer at the muzzle/nose, instead of catching the cow behind the ears. The cow was bellowing in pain, trying to release its muzzle/nose. Due to lack of attention, neither the restrainer operator nor the knocker took any action until I instructed them to open the restrainer and release the cow which they did. Also, earlier at approximately 0710 hours, I observed a similar incident where a cow was caught by the head restrainer at the muzzle/nose, and due to lack of attention, I had to instruct the restrainer operator to release the cow. These incidents indicates that the establishment failed to minimize the excitement of animals at the stunning area and constitutes a non-compliance with regulation 9 CFR 313.2(a) which states: “Driving of livestock from the unloading ramps to the holding pens and from the holding pens to the stunning area shall be done with a minimum of excitement and discomfort to the animals”. Plant manager REDACTED was notified of this incident and of this forthcoming noncompliance.
