On 09/20/2022 at 0720 hours, while performing Ante-mortem inspection, I, Consumer Safety Inspector REDACTED observed the following noncompliance: · The large pen just outside the man door that enters into the holding pens, later identified as the main pen or pen #1, was observed to be holding 2 market hogs. I Consumer Safety Inspector REDACTED observed a 5-gallon empty bucket on its side in the pen. Neither of the animals had access to water. · The pen adjacent to pen # 1 later identified as the staging pen or pen # 2, was observed to be holding 1 sow. I, Consumer Safety Inspector, REDACTED did not observe any container within the pen for the animal to drink from therefore, no access to water was provided. I immediately notified M47696 Plant Manager Mr. REDACTED and Live Receiving/Slaughter Floor Manager Mr. REDACTED of my findings. Immediate corrective actions were initiated by providing water to both pens holding animals. 9 CFR 313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.

HATS Category III: Water and Feed Availability On May 18, 2022 at approximately 0730, while performing a humane handling task during ante mortem inspection I, CSI REDACTED, observed the following noncompliance. One of two holding pens, containing approximately 8 market hogs, was without any accessible source of water for the livestock. Processing floor manager, REDACTED, was notified, regulatory control action was taken, and water was immediately given to the livestock. This is in noncompliance with 9 CFR 313.2(e).

HATS Category VIII: Stunning Effectiveness At approximately 0800 PHV Dr. REDACTED observed the following events at establishment #47696 Buckaroo Meat Co. A hog was moved into the knocking box. The stun operator attempted to electrically stun the hog on the head, but just as the stun wand was electrically engaged the hog moved its head slightly and the stun was ineffective as the animal remained standing. The stun operator immediately reapplied the stun wand and delivered the second and third stun attempt in rapid succession, following the establishments head then heart (thorax) routine protocol on the final stun, which rendered the animal insensible, and it remained so thereafter. USDA IPP determined that the events observed met the description of immediate and effective corrective actions per FSIS Directive 6900.2 Rev 3. The knock box was tagged with US Reject Tag B-45684842 and REDACTED, Office Manager/Partial Owner, was notified of the non-compliance and regulatory control action.

On Feb. 22, 2022, I, CSI REDACTED, observed the following noncompliance: at approximately 0705 hours I noticed that the livestock holding pens were vacant of any type of water source available for the livestock. Supervisor REDACTED was notified of the noncompliance and regulatory control action was taken and water was given to the livestock. This is in noncompliance with 9 CFR 313.2(e).
