HATS Category VIII: Stunning Effectiveness At 2:10 pm while performing a humane handling verification task, I, REDACTED CSI, observed the following: a pig was loaded into the knock box (3 wooden fence slates chained together) with no head restraint available. The establishment employee first attempted to apply stunning methods with a captive bolt gun. The pig remained standing and conscious after the first attempt. The establishment employee made a second attempt with the captive bolt which contacted the animal, but was again ineffective, the pig remained standing. There was a delay as the second establishment employee left the area to the parking lot where a 9mm handgun was stored in the employee’s car as it was not immediately available. The establishment employee then made a 3rd stunning attempt with the 9mm which contacted the animal but was ineffective, as the animal remained standing. The employee immediately fired a 2nd shot with the 9mm handgun which effectively rendered the animal unconscious, and it remained so thereafter. Immediate regulatory control action was taken by placing US Reject/Retain tag (NO. B-45684915) on the knock box and establishment manger REDACTED was notified of the non-compliance and of the regulatory control action.

HATS Category III: Water and Feed Availability On January 23, 2024 at approximately 0710 hours I, CSI REDACTED, while performing the Livestock Humane Handling verification task, observed the following noncompliance in the holding pen area of Buckaroo Meats Co. Est. M47696: I observed that pen number two contained seven swine that did not have access to water. A container was observed in the pen, however, the water had frozen into a solid cube of ice approximately 7 inches thick. The entire circumference of the watering container was also noted to be frozen, preventing water availability. I notified plant manager, REDACTED, of my findings, and of the non-compliance with 9 CFR 313.2(e). Water was immediately made available to the swine by plant personnel upon my notification to management.
