HATS Category VIII - Stunning Effectiveness. On October 14, 2021 at approximately 1330 hours a beef cow was loaded into the squeeze/restraining chute. Mr. REDACTED discharged captive bolt gun and made contact, but the cow remained standing with no vocalization. She appeared to be fully alert since she was moving her head and looking around. Mr. REDACTED immediately grabbed the back-up captive bolt gun and discharged the captive bolt gun and the beef cow fell to the ground. She was not vocalizing, attempting to right herself, nor looking around, therefore I determined that she was unconscious. She remained unconscious on the rail and during dressing. At head inspection, two holes were observed on the skull. One hole lower on the head towards the nasal cavity and the other was centered on the animal’s cranial cavity. This is a noncompliant with 9 CFR 313.15(a)(1).
