HATS Category VIII - Stunning Effectiveness On May 16, 2024, at approximately 8:30am, while performing livestock humane handling verification activities at Est. 48121, CSI REDACTED observed the following noncompliance. A plant employee moved a bovine into the stun box for stunning with a .22 rifle. From an adjacent room, I heard the rifle fire but I did not hear the bovine fall to the ground as is customary. I also heard the bovine vocalize. I heard the employee immediately take a second shot and heard the bovine fall to the ground. The all clear was given and I could confirm the bovine was unconscious after this second stunning attempt. It remained unconsciousness throughout the process. Examination of the head and skull revealed that there were two strikes of a bullet from the two stunning attempts. This observation, combined with what I heard after the first shot, confirmed that the first stunning attempt did not produce immediate unconsciousness. CSI REDACTED notified the stunner REDACTED and REDACTED of the noncompliance. Since immediate corrective actions were taken with an effective second stun, no regulatory control action was taken. This is noncompliance with 9 CFR 313.16(a)(1) After reviewing PHIS, no Humane handling issues has been noted in the last 90 days.
