Non-Compliance Description:

HATS Category VIII - Stunning Effectiveness On July 24, 2025, at approximately 10:00am, while performing livestock humane handling verification activities at Est. 48121, CSI and PHV observed the following noncompliance. A plant employee moved a goat into the stun box to stun with a captive Bolt. We heard the captive bolt shot but the goat was still standing and vocalizing. The employee immediately took a second shot, and the goat fell to the ground, rendering it fully unconscious. Examination of the head and skull revealed that there were two strikes of a bolt from the two stunning attempts. This observation, combined with what we heard and saw after the first shot, confirmed that the first stunning attempt did not produce immediate unconsciousness. The CSI and PHV notified the stunner of the noncompliance. Since immediate corrective actions were taken with an effective second stun, no regulatory control action was taken. This is noncompliance with 9 CFR 313.15(a)(1) and 9 CFR 313.15(a)(3) After reviewing PHIS, no Humane handling issues has been noted in the last 90 days.”
