HATS Category VIII. Stunning Effectiveness: At 8:05 am while waiting outside the stunning area, in accordance with USDA protocols for firearm safety, I heard a gunshot, immediately followed by a second gunshot. Less than five seconds passed between shots. I entered the slaughter floor and observed a Steer roll out of the knock box unconscious. Upon post mortem inspection of the head exterior I observed two gunshot holes. One was high toward the top of the skull, approximately between the ears. The other was lower in the skull, just above between the eyes. I could not tell if both shots entered the brain cavity. After I questioned Slaughter Foreman REDACTED and Plant Owner REDACTED; the Steer fell to the ground, did not vocalize, but was still alert. The second shot was executed to ensure adequate stunning. A .20 Gauge shotgun was used for both shots. I did not issue a Regulatory Control Action due to immediate corrective actions and unconsciousness of the Steer. The ineffective stun is non-compliant with 9 CFR 313.16(a)(1). Plant Owner REDACTED was notified a non-compliance record would be issued. A review in PHIS does not indicate a similar non-compliance documented in the past 90 days.
