HATS Category VIII. Stunning Effectiveness: At 2:10 pm on 08/21/2023, the establishment was slaughtering market pigs. While waiting outside the stunning area, in accordance with USDA protocols for firearm safety, I heard a gunshot immediately followed by vocalization of the pig. I approached the stunning box and observed the pig attempt to right itself. Mr. REDACTED, establishment owner, had delivered the first gunshot and immediately reloaded and fired a second gunshot rendering the pig unconscious. I did not issue a Regulatory Control Action due to immediate corrective actions and unconsciousness of the pig. The ineffective stun is non-compliant with 9 CFR 313.16(a)(1). Establishment owner REDACTED was notified of the noncompliance and that a non-compliance record would be issued. A review in PHIS does not indicate a similar non-compliance documented in the past 90 days.
