HATS VIII: Stunning effectiveness On Monday, April 25, 2022, at about 6:50 am, I, CSI REDACTED, observed the following non-compliance. After a successful first animal stunning procedure, establishment personnel readied the second animal for a knock. The stunner operator, Mr. REDACTED, rather than positioning himself inside the restrain area, reached over the approximate four-foot wall of the restraining area space and engaged the hand-held cartridge fired captive bolt gun. As the safety lock was on, the gun did not fire. After releasing the safety device, Mr. REDACTED engaged the trigger, the captive bolt fired, but the attempted stun was ineffective because the lamb did not drop, nor was the lamb rendered unconscious and insensible. I did not, however, at this time, observe any significant signs of pain or discomfort in the lamb. Recognizing the situation, the stunner immediately administered a second stunning attempt that successfully made the lamb unconscious. The lamb was then stuck for bleeding and no visible signs of consciousness were observed or evident. At this time, establishment personnel observed the locations and angles of the two entry points on the lamb’s head. The first unsuccessful knock was at the normal soft spot location above and centered between the eyes. However, the entry hole’s shape indicated the angle was pointed too vertical and downward toward the mouth to be effective. The second knock was above and behind and at the peak of the forehead with the angle slightly under 90 degrees. The failure of the establishment to produce immediate unconsciousness is non-compliant with 9 CFR 313.15 (a)(1). No similar incidents have occurred in the last sixty days.
