Non-Compliance Description:

On 10/17/22 at 9:10 am I, CSI REDACTED, observed the following noncompliance. A truck driver and passenger started unloading a herd of 10 sheep from a Toyota Tacoma pickup. The first two sheep were unloaded by picking them up by their hide at the base of the neck and the front of the hip and removing them from the vehicle. The driver and passenger then grabbed two different sheep by the ears and wool to pull them closer to facilitate unloading. The driver and passenger then proceeded to unload the remaining six sheep by placing their hands on the rumps of two animals; once provided with a light push, two sheep jumped off the truck and the remaining 4 followed. The distance from the tail gate of the truck to the ground was approximately 2.5 feet; there was no ramp available for unloading of the sheep. Of the six sheep that jumped off the vehicle, one of the six fell to its knees upon landing. The sheep got up and appeared uninjured and ran off. After conferring with my SPHV, I informed REDACTED, Plant Manager, that there would be a forthcoming non-compliance as the sheep should not be grabbed by their hide and ears. Mr. REDACTED replied that he had seen this behavior and had already stopped the driver and passenger from unloading the sheep by their hide and ears. Failure of the establishment to have a ramp or ensure a humane means of unloading the animals from a vehicle is non-compliant with 9CFR313.1(b). Grabbing onto the hide and ears of the animals to facilitate unloading is non-complaint with 9CFR313.2(a). At 9:58 retain tag B21592104 was placed on the unloading area and plant managers REDACTED and REDACTED were notified of the upcoming noncompliance.
