HATS Category III: Water Availability On August 09th, at approximately 1008 hours, while performing a routine Humane Handling Task, I, CSI REDACTED, observed the following noncompliance: At approximately 0955, I completed ante-mortem inspection on one beef. I then observed the water troughs throughout the holding pens. I observed that the enclosed lamb pen, which contained 8 animals, was out of water with the trough being in the upright position. There were no other sources of water. An establishment employee was outside moving animals. I entered the slaughter floor and completed a final rail inspection and a viscera inspection. I then went back outside to observe the lamb water. At approximately 1008 hours, the trough was still empty and upright. I then brought this to the establishment employee’s attention. I returned inside and notified establishment management that I would be documenting the noncompliance. After notification that the trough was empty, the establishment provided water to the holding pen. No further regulatory action was required. There have not been any other related noncompliances in the past 90 days. The establishment did not meet the requirements of 9CFR 313.2(e) which requires that water be accessible to livestock in all holding pens.
